September 24, 2026 — Regular Council Meeting
- Pit agreement: The operator gave up its aggregate licence and now wants to fill the pit. Council questioned staff about the site alteration agreement.
- Payment and roads: The Town receives $10 million over 20 years. The operator pays truck-related road damage separately, not from that $10 million.
- Fill testing: Incoming fill is tested by a chemical lab before it arrives. Rush results take about 24 hours.
- Review: Council carried a motion for a full legal and staff review of the site alteration by-law. A public report is due by the end of Q1 2027.
- Legal and budget: Staff will hold a closed session with legal counsel on the agreement. Monitoring costs will go into the 2027 budget.
- Pit process: Staff will develop a standard process with the Ministry of Natural Resources and review unregulated fill sites in town.
- Expert input: Ministry and aggregate-industry experts will be invited to speak to the incoming council.
